The 2025 New Mexico Legislative Session wrapped up on March 22. NMHCA/NMCAL successfully advocated for:
✅ $9 million to rebase nursing facility Medicaid rates
✅ $2.5 million to increase assisted living facility Medicaid rates
The Governor now has 20 days from March 22 to approve the two appropriations as part of the larger state budget. Accordingly, NMHCA/NMCAL will shift its efforts toward advocating to the Executive Branch and the Governor.

Our Senior Director of Member Services, Tracy Alter, recently had a wonderful visit at Casa Angelica, where she toured the facility, met with dedicated staff, and spoke with Retiring Administrator Jim Douglas and New Administrator Mariah Jiminez. Since 1967, Casa Angelica—owned and operated by the Canossian Daughters of Charity—has been a loving home for children and young adults with developmental disabilities. As a licensed Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID), they provide family-centered care with personalized Active Treatment Plans that nurture spiritual, educational, and social growth. Celebrating the NMHCA/NMCAL Antipsychotic Medication Reduction Initiative! Join us in recognizing the incredible work being done through the “Antipsychotic Decline: Toe That Line” initiative. This program highlights and rewards long-term care providers who are committed to reducing the inappropriate use of antipsychotic medications and improving quality of care. The following are the award levels:

Level One: At the Starting Block – Commitment to best practices and education.

Level Two: The Hundred-Yard Dash – Measurable progress in reducing antipsychotic use.

Level Three: The 5-Minute Mile – Sustained performance in the top 25% nationwide.

Level Four: The NM Marathon – Elite performance in the top 10% nationwide.
